Tender frameworks we work in

Singapore's tender market runs on a small number of recognised frameworks. We're fluent in all of them:

  • PSSCOC — Public Sector Standard Conditions of Contract (BCA, JTC, HDB, government agencies)
  • SIA — Singapore Institute of Architects form, common in private commercial and high-end residential
  • REDAS — Real Estate Developers' Association conditions, common in private developer projects
  • FIDIC — used in international / cross-border construction
  • Bespoke conditions — drafted by lawyers on a project-by-project basis

What makes a tender win in Singapore

Three things, in order: accuracy, completeness, timing.

Accuracy means the takeoff is right. Underestimate quantities and you erode your margin during construction. Overestimate and you lose the bid to a competitor who measured properly.

Completeness means every item the contract requires is priced — including the preliminaries, provisional sums, contingencies and dayworks rates that lazy bidders forget. Missing items are deducted at award and your margin is gone.

Timing means submitting before the deadline with margin. We aim to deliver our tender output to clients at least 48 hours before submission, so the client team has time to review, adjust, and submit calmly.
